SLRA and NaCSA Partner to Improve Feeder Roads Nationwide

NaCSA and SLRA Sign MOU to Strengthen Feeder Road Development Across Sierra Leone

Freetown, Sierra Leone – 13 August 2025

The National Commission for Social Action (NaCSA) and the Sierra Leone Roads Authority (SLRA) have signed a Memorandum of Understanding (MOU) aimed at strengthening collaboration on the rehabilitation and development of feeder roads across Sierra Leone.

The agreement was formalized during a meeting in Freetown between the NaCSA Commissioner, Ambassador Ernest Mbaimba Ndomahina, and the Director General of SLRA, Engineer Alfred Jalil Momodu.

The partnership is designed to enhance the delivery of feeder road projects under the Pro-Poor Growth for Peace Consolidation and Youth Employment (GPCYE) programme and other initiatives implemented by NaCSA. The collaboration will focus on improving rural connectivity, strengthening agricultural value chains, and facilitating access to essential services for communities nationwide.

Strengthening Rural Connectivity

Both institutions emphasized that improved road infrastructure plays a vital role in linking rural communities to markets, healthcare services, and educational institutions. Strengthening feeder road networks is also expected to support agricultural productivity and stimulate economic activities in rural areas.

In his remarks, NaCSA Commissioner Ambassador Ernest Mbaimba Ndomahina underscored the strategic importance of the partnership, noting that the agreement provides a framework for coordinated planning, efficient resource utilization, and adherence to technical standards that ensure durability and quality in road construction.

“As envisioned in His Excellency President Julius Maada Bio’s Big Five Game Changers agenda, good roads are more than concrete and gravel—they are lifelines that connect our farmers to markets, our children to schools, and our communities to opportunities. They are essential pathways for delivering development, driving economic growth, and reducing poverty across Sierra Leone.”

Commitment to Technical Excellence

The Director General of SLRA, Engineer Alfred Jalil Momodu, welcomed the collaboration and reaffirmed the Authority’s commitment to providing technical expertise and engineering oversight to ensure that all feeder road works meet established national standards.

“Through this partnership, we are building more than roads—we are creating pathways to opportunity, prosperity, and lasting change for our rural communities,” he stated.

Enhancing Project Delivery

Under the terms of the MOU, NaCSA and SLRA will work jointly on project planning, technical assessments, implementation, and monitoring of feeder road projects. This coordinated approach is expected to improve efficiency, ensure quality standards, and maximize the impact of investments in rural infrastructure.
